III. COASTAL SITE PLAN REVIEWS:

B. Construction of detached two-car garage
12 North Meadow Road, Map 36/Lot 46, B District, CZC # 06-023
Applicants: James and Susan Madden
Mr. Madden and his architect, Mr. Elliot were present. Mr. Elliot explained that the
Applicants had previously proposed an attached 2 car garage, which was denied by the Zoning Board of Appeals, on two separate occasions. The Applicant is coming back with plans for a fully complying garage, to be set back from the home. The existing shed will be moved to the opposite side of the back yard to accommodate the new garage. There will be heat, but no plumbing installed. The height of the building will be twenty-three feet, and the maximum allowed is thirty-five feet.
Mr. Elliot explained that there are two conditions to be met for Coastal Area Management. One is sedimentation/erosion control, and the second is meeting all sanitary/public health requirements. The applicant explained that per the recommendation of the sanitarian, he will be adding a new leaching field (four to five galleys), to be located under the driveway. This leaching field will be in addition to the existing system.
There is no encroachment on wetlands.
The existing driveway, which is paved will be extended to the new garage, and will also be paved.
This proposal is conforming to all zoning regulations
MOTION to approve the Coastal Site Plan, specifically that the project be approved as submitted because it is consistent with all applicable coastal policies and is using all reasonable measures to mitigate adverse impact. This is in reference to construction for a two car detached garage at 12 North Meadow Road, Map 36/Lot46, B District, CZC #06-023; Applicants: James and Susan Madden. MADE by R. Friedmann; SECONDED by E. Steffen. DISCUSSION ON MOTION: Charles Sohl raised concern about paving the new section of the driveway. This was later withdrawn. VOTING IN FAVOR: M. Fish, R. Friedmann, W. A. Demolish existing residence; build new residence
11 Beach View Avenue, Map 18/Lot109, A District, CZC # 06-020
Applicants: Rob and Joanne Gagne
Elizabeth Steffen recused herself from this review. Charles Sohl will vote in her place.
Applicant Rob Gagne and his architect John Manors were present. Mr. Manors indicated to the Commission that the footprint for the house will be matching the existing footprint, the house would be built on pilings. This is currently a small year round house. Mr. Gagne stated he is not building the ground level deck at this point; that it would be extending into the wetlands. His plan is to start construction of the house, and come back to the Commission at a later date, with new deck plans, requesting a variance to build the deck.
There is no encroachment on wetlands, and well within setbacks. Per the applicant, the sanitarian has signed off on the septic. Since plans are matching the existing footprint, and the number of bedrooms will remain the same, the existing septic system will be used.
It was noted that there is no variance needed for the balcony, which is located on the second floor. Siltation during construction was requested by M. Fish.
The proposed construction will not obstruct any neighbor’s views, and is keeping with the character and growth of the neighborhood.

C. Demolish existing residence; build new residence
27 Briarwood Drive, Map7/Lot18,AA-2 District, CZC #06-028
Applicants: Sandi and Richard Tanasi
Applicants Sandi and Richard Tanasi were present.
Commissioner Fish stated her concerns with the number of trees taken down on the property, and the lack of a siltation fence. The applicant explained that most of the trees on their property were diseased and rotten, and top heavy, and that they had many problems with large branches falling. This concerned them with their children. The Applicants agreed to have siltation fences installed immediately. It was agreed that 2 siltation fences will be used in the rear of the house, and possibly one in the front, if run-off on Briarcliff Drive was an issue. Construction will not be starting until mid to late April.
It was noted that the sanitarian has signed off on this job, and a new septic system will be installed.
R. Friedmann questioned the location of the new driveway, specifically the curb cut and the amount of pavement at the property line.
Commissioner Fish suggested consulting with wetlands officer Cznarsky for a plan for the back yard.
MOTION to approve the demolition of the existing residence and build a new residence at 27 Briarwood Drive, Map7/Lot 18, AA-2 District, CZC #06-0208; Applicants Sandi and Richard Tanasi. Applicants must put in all sedimentation and erosion control measures immediately, with a second siltation at elevation six. The end of the property line by the water should then be covered with staked hay bales. The project should be approved as submitted because it is consistent with all applicable coastal policies and is using all reasonable measures to mitigate adverse impact. That the proposed driveway and curb cut should be moved closer to the existing curb cut so as to provide more perimeter buffer along the side property line. The applicants must go to the Selectman’s office to get a

Letter from owners of Atlantic Seafood, looking to remove an interior wall and expand the selling space. Commissioner Fish asked the Commission if Enforcement Officer, Christina Costa Costa should continue handling this matter administratively, or should this be brought in front of the Commission.
MOTION to have the Enforcement Officer continue handling administratively with Atlantic Seafood, but to specifically to have the trailer removed from the property. VI. MINUTES
Correction on February 6, 2006 minutes Item VI, (minutes). Vote should read APPROVED 4-0-1, not 5-0-1.
Correction under section XI: Alternate Member Charles Sohl was not present at February 6, 2006 Zoning Commission Meeting.
Discussion held in regard Planimetrics bill previously discussed at February 6, 2006 meeting.

Commissioner Fish noted that after reviewing the budget, it showed that the Zoning Commission payed Planimetrics $1000.00.
It was then suggested by W. Harris that a system be set up to authorize any future payments over a certain amount.
